Smyrna council approves small-scale mixed-use development on Roswell Street

At Monday evening’s meeting the Smyrna Mayor and City Council unanimously approved a rezoning request for 1715 Roswell Street.

The application, submitted by Anthony Obboye, called for the rezoning of a parcel of a little over a quarter of an acre from General Commercial (GC) to Mixed Use–Conditional (MU-Conditional) to allow for a small-scale mixed-use development.

The property is currently occupied by a State Farm building, which will be demolished for the new project.

The approved project calls for the construction of a three-story building combining residential and office uses. The development includes three multi-family residential units located on the upper floors and approximately 1,680 square feet of office space on the ground level.

Plans for the site show parking located at both the front and rear of the building. Seven surface parking spaces are designated for the office component, while each residential unit includes a two-car garage accessed from the rear. An additional guest parking space is also included. The development will be accessed via an alleyway off Roswell Street, which is slated for improvements to meet city standards, including the addition of curb, gutter and sidewalks.

The proposal also incorporates infrastructure elements such as an underground stormwater detention system and required sidewalk improvements along Roswell Street.

City staff indicated that adequate water and sewer capacity is available to serve the development, with any necessary upgrades to be handled by the developer.

The rezoning allows for redevelopment of the currently developed commercial site into a mixed-use project consistent with the city’s future land use designation for the area, which encourages a blend of residential and commercial uses.

The city’s Planning Commission had previously recommended approval in a 6-0 vote.

Ward 2 Councilwoman Latonia Hines represents the area where the property is located, and she made the motion to approve the rezoning.

“I think if you can see from the design, it’ll be a really nice look of a place for that area,” she said. “So without further ado, I would make a motion to approve.”

The motion passed 7-0.
